    If you use the US Post Office instead of the US Postal Service, then the postage for a letter is only 2 cents. Yes the Post Office is still in operation today. Check out the laws and agreements that was made. If the US Post Office is used,you may have to pick up your mai at the Post Office and also mail your letters at the Post Office,but it can be done. The USPS delivers to adresses but the USPO does not.Check it out.

    I have evidence that a FREE sticker is all that is needed to post a letter to your government. After all don’t congressmen have a FRANKING privilege? Does it make sense that your servant has more privileges than a citizen who outranks him? My evidence consists of some copies of microfilm envelopes from around 1840 addressed to the Honorable Secretary of State, Washington City, District of Columbia. They establish a precedent.
