    I believe the guest who said he believes the state governments are military districts is correct. I have an older property tax notice for a parcel my father owns. The parcel refers to the area within which the parcel is located as “G.M.D. XX”, where “XX” is a numeral. I learned after some study that “G.M.D.” meant “General Militia District.” The new tax notices no longer refer to the G.M.D. This land is in Georgia. The Reconstruction Acts have never been repealed. It was under the Reconstruction Acts that the elected governor of Georgia was forcibly removed from office by the Union Army and replaced with an appointee by the Union Army commander over that district.

    I have an additional comment about the perpetual union as discussed on your show. It is possible, and I think even plausible, that the southern states of the union were attempting to secede from the second union formed by the Constitution of 1787, and not from the Perpetual Union created by the Articles of Confederation and Perpetual Union. I understand that a principle purpose of the first union was mutual protection against invasion from the armies of other nations.
